A 
seven-year-old girl was so badly neglected by her parents that she 
'smelled like rotting meat' and her hair was 'moving' with lice, a court
 heard.
 
 The
 girl, of Southampton, was also found to have infected sores on her head
 and hair infested with lice in what was described as the worst case of 
neglect a doctor had seen in their 30-year career. 
Her two-year old sister was also allegedly neglected and her teeth had decayed so much six of them had to be removed
The teacher 
told the court: 'That smell was the one thing that has stayed with me. 
It was the worst smell I have ever smelt in my life, it smelt like gone 
off rotting meat.'
She also initially mistook the girl for a boy and said she looked 'grey' with sunken eyes and had black patches in her hair.
The parents, a 43-year-old woman and 
47-year-old man, both from Southampton, were arrested and charged with 
two counts of child neglect.
